Duncan scored the final Blue Raider field goal with 4:17 left to give Lindsey Wilson a 58-49 lead.
The Flying Queens (7-4) made their final run thanks to a number of Lindsey Wilson miscues.
Over the final four minutes, the Blue Raiders missed all four of their shots, committed two turnovers and were 2-of-8 from the free throw line.
An 8-1 Wayland Baptist run cut the Lindsey Wilson lead to 59-57 with with 14 seconds left.
The Flying Queens then fouled Jackson with 11 seconds left. Jackson hit the first free throw but missed the second to give Wayland Baptist a final chance.
Wayland Baptist's final attempt fell just short and the Blue Raiders escaped with the 60-57 win.
For the game, Lindsey Wilson shot 55 percent (22-of-40) from the field, but just 51.9 percent (14-of-27) from the free throw line.
The Blue Raider defense limited the Flying Queens to 34.6 percent (18-of-52) from the field, including 33.3 percent (6-of-18) from beyond the three-point arc.
Wayland's Edite Kresa tied Duncan with game-high honors with 17 points.
